When to call 113 instead of booking

  • A temperature above 38 degrees in a baby under three months old.
  • A rash that does not fade when pressed with a clear glass, especially with fever.
  • Laboured breathing: grunting on exhale, drawing in between the ribs, flaring nostrils, blue lips.
  • A child who cannot be woken, is floppy, or does not respond when spoken to.
  • A seizure, even one that stops on its own.
  • No urine for 8 to 12 hours, dry mouth, sunken eyes, crying without tears.
  • Vomit with a green tinge, or severe abdominal pain with a rigid abdomen.
  • Head injury with loss of consciousness, repeated vomiting or marked drowsiness.

What a paediatrician treats

A paediatrician is a children's doctor working at both primary and secondary level. They assess growth and development, diagnose and treat acute and chronic illness, run vaccination and prevention, and decide when a narrower paediatric specialist or hospital admission is needed.

The family doctor is enough for everyday illness when the child is on the practice list and treatment is working. A paediatrician is needed when symptoms are unusual for the age, when the growth curve worsens, or when illness keeps returning without explanation.

These are separate specialties, each with its own certificate. RSU admits doctors to these residencies with a valid paediatrician certificate or in the third year of paediatric residency; for doctors without the paediatrics specialty the relevant programme runs six years.

the chart comparing a child's weight, height and head circumference against age norms.
Preventive check-up
a planned visit at set ages covering growth, development, vision and hearing.
Febrile seizure
a seizure during fever in young children, usually self-limiting but always investigated the first time.
Bronchiolitis
viral inflammation of the small airways in infants, causing wheeze and laboured breathing.
Dehydration
fluid loss from diarrhoea or vomiting, assessed in children by urine output, mouth and skin.
Atopic dermatitis
a chronic itchy skin condition that often begins in infancy.
CRP (C-reactive protein)
a blood marker that helps separate bacterial inflammation from viral infection.

How someone becomes a paediatrician in Latvia

  • Six years of medical study and a doctor's degree, at RSU or the University of Latvia.
  • Residency in paediatrics. The RSU programme runs 4 years, 264 ECTS, tuition 5,800 EUR per year, led by Prof. Dace Gardovska. Programme page: RSU residency programme.
  • Requirements during residency include attending at least 80 per cent of theory sessions and at least 48 hours of duty shifts per month.
  • The state examination covers theory plus defence of a scientific or clinical research project.
  • The certificate is valid for 5 years. Recertification requires 250 continuing education points, at least 60 per cent tied to the base specialty, plus a 48.38 EUR fee.
  • Entry in the practitioners register must be renewed every 5 years.

Choosing between doctors

  • Languages. Consultations run in Latvian, many paediatricians also work in Russian. Confirm English when booking.
  • Experience. Clinic pages and price lists set out professor or dr. med. consultations separately, at a higher fee.
  • Age groups. Paediatricians see children up to 18. Some focus on infants, others on adolescents.
  • Home visits. When a child is ill outside practice hours, some clinics send a paediatrician out.
  • Second opinion. A child's legal representative may freely choose the doctor and the institution, including asking a second paediatrician for an assessment.

What a visit looks like

  • Bring the child's medical records, vaccination history, earlier test results, and a list of medicines taken.
  • Book by phone or through the provider's online form. Turning up without an appointment is not allowed.
  • No referral is needed for a state-funded paediatric consultation, since paediatricians are direct-access specialists.
  • At the visit the doctor takes a history from the parents, measures weight, height and temperature, examines the child, reviews the growth curve, and orders tests or another specialist if needed.

Cost

Children under 18 are among the groups exempt from patient co-payments, so a state-funded paediatric consultation normally costs the family nothing. A private visit is paid by the parents or an insurer, and tests ordered privately are also paid.

Professional association and oversight

The specialty body is the association "Latvijas Pediatru asociācija" (Latvian Paediatric Association, LPA), registration number 40008000808, registered address Skolas iela 3, Rīga, LV-1010, phone +371 22044138, pediatruasociacija.lv. It was founded on 5 March 1993. The association runs seminars and conferences, works with state and non-governmental organisations, and carries out certification and recertification of paediatricians. The parent body is the Latvian Medical Association, founded in 1988, whose Certification Council issues certificates. The sector regulator is the Health Inspectorate.

Patient rights and complaints

If you have doubts about the care a child received, raise them first with the institution's management, which must operate a complaints and suggestions system. If that does not resolve it, the child's legal representative may submit a written complaint to the Health Inspectorate no later than two years after the alleged infringement. It is reviewed within 30 days, extendable to four months in complex cases. The procedure is set out on the Health Inspectorate site.
